The Qashar

Dear Caliph,
May I congratulate you on your appointment within Shallam.
I would like to elicit some form of public clarification on a matter
which has been bothering Hashan for some recent months. That of the
Qashar.
Seeing as you now lead Shallam into a new era, I would like to know your
stance on the Qashar. Specifically, their links and ties to Shallam. For
many a month the Qashar have appeared to speak for Shallam, or at least
speak with the seemingly authority of, yet the mutterings coming from
the Shallam leadership offer no clarification on it's stance towards
this rebel faction. I certianly feel it is within the best interests of
Shallam, as well as other parties, to clear up this troubling matter in
the public forum.
Only a few months ago you told our Seneschal that the Qashar had no
place in Shallam and that they would not be able to seek refuge there if
hostilties towards Hashan continued to exist, yet you have backtracked
on this statement this very month. This does seem to clearly indicate
that the Qashar have the full backing of Shallam and her leadership,
however, I know it is never good to jump to conclusions.
I am not debating their validity, claims, ethos or indeed credibility
but The Qashar are the bitter taste on most peoples lips right now and
clarification of your stance would surely enable Hashan to deal with
them within the correct political parameters. I'm also sure silence
would constitute alliance.
