It would appear that there is some confusion about how cities conduct
their business. Allow me to clarify it plainly for those who are new to
the world of politics. A city does not agree terms with lesser clans,
they are not official organisations and thus not entitled to make
demands of those that are.
Hashan is quite happy to listen to any city with legitimate concerns and
is always willing to engage in genuine discussion. Throughout the years,
cities have worked with us and resolved situations, this continues on a
monthly basis.

Let us be certain, we will not be making agreements as a result of
terrorism or being made to bow to the whims of a miltitant faction.
