Proposed Non-Aggression Treaty

Seneschal Laytron,

Four months ago you were presented with the most basic of treaties. This
treaty sought to correct some of the inequalities perceived in your law
by the Qashar while still affording your citizens the right to remain
neutral. Below is a full transcript of the proposed treaty:

"No citizen of Hashan shall enter the cities of Shallam or Cyrene with
the intent to raid, harm or otherwise disrupt the peace there. No member
of the Qashar shall enter the city of Hashan with the intent to raid,
harm or otherwise disrupt the peace there."

You will notice that it is similar -- although much more brief -- than
your existing treaty with the city of Mhaldor. The Qashar do not seek --
at this time -- to enforce in Hashan any stance aside from the city's
claimed stance of neutrality.

When presented with this treaty, the Seneschal "took it under
consideration" during which time the Qashar granted two months for
peaceful discussion. After the deadline had expired, the Seneschal
returned with the verdict: Hashan would not respect such a proposition.

When pressed further he stated that the treaty "limited the choices" of
Hashani citizens. His response to how this treaty differed from the
existing treaty Hashan has with Mhaldor? "Hashan chose that treaty."

It is now that the Qashar's conditional declaration of war must evolve
into an absolute one. It is time, now, that the city of Hashan be made
to understand the consequences for donning a mask of neutrality while in
collusion with servants of Evil.

At any time, you may accept the above, unchanged terms to cease
hostilities between yourselves and the Qashar. Be aware that the Qashar
will not remain silent where the innocents of Sapience endure suffering
and humiliation. Your neutrality helps the oppressor, never the victim.
Your silence encourages the tormentor, never the tormented.

To those Hashani who have contacted me in support of this agreement and
in disagreement with the Hashani leadership, know that you will remain
unharmed for the duration of this conflict so long as you heed closely
the instructions of the Qashar.

We make war today so that tomorrow we may live in peace.
