It has come to my attention, it's validity not really concerning me,
that some of your "pirates" are strong-arming ships into paying for
protection, from yourselves. While I applaud this effort and wish you
luck in all you seek in that manner, the fact that some of said
strong-armees are Ashtani concerns me.

I have heard multiple reports, both on land and on the seas, that some
of your pirates have attacked Ashtani citizens and/or ships on behalf of
the pirates. So, I give you this simple warning. When your foe is a
fishing vessel loaded with hoards of tuna, and a 30 year old female
Shallamese there isn't much resistance to your demands. When a set of
Hashani ships sail from their home port to Suliel, simply to explore,
there is not much resistance. I could care less honestly about these two
scenarios, to each their own. However, if this hostility towards Ashtani
citizens and their ships doesn't cease, I doubt you will receive the
same amount of resistance as the previous examples from the entire Navy
of Ashtan.

Do not let your recent ship race victory go to your head, lest you
forget who has easily surpassed you in every other race you have been
in. You are a capable captain, you can sail the seas like the best of
them, but you are not an Admiral. Your captains under your command are
not a team, but merely a gathering of greed-minded individuals out for
individual gain. My Navy is everything your pirates should hope to be,
and more. Remember my words, or you will find your Pirates of Meropis at
the bottom of the Seas, robbing lobsters.
