Some potential policy ideas

Dear Shallam,

Here are several ideas I have come up with to rig elections and govern
outside the rule of democratic law. Following these ideas will ensure
that your leader's selections have the illusion of being popularly
supported, and your oligarchy will function more smoothly.

1. In a future referendum, If the denizens of the Shallam Guard doesn't
even vote for the selected choice, allow guardian angels to vote as
well. Don't worry about whether their votes will be fair, or most
certainly in line with the priests the angels associate with. Such
worries can be allayed by simply declaring them to be unfounded

2. If that doesn't work, just hold another referendum, but have squads
of devotion users roaming the city looking for daydreaming citizens.
When daydreamers are found, the devotion users simply Force the citizen
to vote for the selected choice. Citizens are unlikely to verify that
their votes have remained the same.

3. Hold votes on insignificant and/or controversial items so that you
bore and/or disgust citizens out of participation in voting and city
politics in general.

4. Do away with city elections and referendums entirely. Why waste time
coming to a decision that's already a foregone conclusion?

5. Do not allow dissenting opinions to be heard. If someone succeeds in
dissenting, make sure to discredit and disrespect them. Discourage
actual discourse by asking them or forcing them to leave your society.
Use the authority you hold or can sway in the organizations to which
dissenters belong in order to punish them.
