Change in Shallamese Policy

Addressed to: The City of Hashan
Citizens of Hashan,
Following increased levels of aggression against the Jewel of the East,
and until further notice, you will no longer be allowed to freely roam
the streets of Shallam.
Should you enter our walls, you will be asked once to leave, and enemied
should you refuse. Should you return after being warned of the ban, you
will be enemied and slain on sight.
It is regrettable, but not surprising, that Shallam is forced to take
this position once again. I would have hoped, however, that there would
at least have been some dignity in your actions to force our hand in
this. At least before, when you foolishly gave yourselves over to
Darkness, you were following a cause you may have believed in; to resort
now to such petty thuggery - especially when you only do so when you're
riding Mhaldorian coattails - shows, I believe, the state of your city
since your decision to turn to Chaos and Oblivion following the Church's
edict.
