Greetings, Sapience.

On behalf of the Council of Viziers and the Sultana, Lady Deeva, I have
the honour of announcing two additions to Shallamese legal code that are
relevant to wider Sapience.

First, we have significantly expanded the range of territory Shallam
claims legal jurisdiction over. This now includes Shallam, Jaru, the
Pash Valley, the Peshwar Delta, and parts of the River Pachacacha and
the Raphaelan Highway. The old text of the Jurisdiction laws is below,
followed by its new text.

SECTION I - JURISDICTION (OLD)
------------------------

Shallam claims all lands that can be surveyed as being inside Shallam,
any adjacent indoor locations such as the Basilica, the Palace, shops
and househalls, the sewers of Shallam, any subdivision of the city, and
the village of Jaru.
1a-
Any person or his/her loyal creatures standing in, flying above, or
burrowed below any location within the city boundaries is considered to
be inside Shallam.

SECTION I - JURISDICTION (NEW)

Shallam claims all lands that can be surveyed as being inside Shallam,
any adjacent indoor locations such as the Basilica, the Palace, shops
and househalls, the sewers of Shallam, any subdivision of the city, the
village of Jaru, the Pash Valley, the Peshwar Delta, the Raphaelan
Highway from Shallam to the Shastaan branch, and the Pachacacha River
from the Delta in the south to the northernmost room accessible from any
of the aforementioned areas.

Any person or his/her loyal creatures standing in, flying above, or
burrowed below any location within the city's territory is considered to
be inside Shallamese jurisdiction.

In plain terms, this extends north to the Highway room "Passing by the
Putoran hills on the Highway", northwest to the last Pachacacha River
room named "Pachacacha through Pash Valley", and include any room
surveyable as belonging to those localities.

NOTE: This overlaps but does not supercede other legal jurisdictions,
nor does it change Divine Mandate. The Garden-approved locations for
defending the city have not changed. Oakstone laws still apply in the
Pash forest. Jaru remains internally governed, but Shallam's laws
protect it (as they have for centuries). Any hidden settlements found to
pre-exist in those places will be offered similar protection.

Second, we have passed legal documentation concerning wormholes within
Shallamese territory. Effective immediately, Shallam, in paternership,
with the Dawnstrider House claims sole final authority over all
wormholes within the now-expanded Shallamese territory. Wormholes may
only be cancelled by the authority of the Sultan(a), a Vizier, the
Minister of Security, or the Morninglord/lady of the Dawnstrider House.
Unauthorized wormholes will be given immediate such authorization.
