Cyrene has always banned necromancers from citizenship. This is not a
new policy, it's been around longer than both you and I have.
Furthermore there was no giving into demands. A decision was reached
that adequately satisfied both parties, Cyrene's banning of the
Occultist class was something that has been in the works for - once
again - longer than both you, and I have been walking this realm, and
the fact that the decision making process was sped up is amenable on the
parts of many citizens. No cowardly or weakness about it, it was simply
an executive decision.
