Dear Keturah,

In short, my dear Archprelate, Ashtan doesn't care. Where some
of us may venture a thought on it from time to time, I am very
positive that we prize our ability to govern and act on our own
more than the worries of external devices, such as the Church we
worked so hard in the distant past to keep from our walls.

Please, I ask you keep those saints, teachers, and pupils of
the 'more compassionate' orphan philosophy away from our gates,
and our children. We had a few complaints of neutered noble
sons last time from when more eager people seemed to be 'saving'
simple children on errands. At least realise that the orphans
are the ones that haven't bathed since comming out of the womb,
if you all must try again. All in all though, with the Vertani
incident, and the last resurgance of orphan concern, I did think
we made the cities policy pretty clear. We do not allow groups
which are external to the city dictate, or make any mandates on
internal city policy.
