As the Dread Ecclesiarch of Transvital Corruption, it has fallen to me
to safeguard the practice of Necromancy against those that would abuse
its unholy power. Right-minded rogues who continue to set their infernal
abilities against the forces of Light have no cause for concern.
Neutrals seeking neither the destruction of Light nor opposition to
Evil, while misguided, should likewise rest easy tonight.

But a word of advice to those that would dare use their necromantic
powers against the Mhaldorian horde in any way, shape, or form: Don't.
Violations shall be prosecuted to the furthest extent possible under the
Divine law. I make no pretense about my plans to take every opportunity
to broaden the scope of this office's discretion, thus allowing for the
most vigorous defense of Necromancy cognizable. You have been warned.
