I regret that we have no way to distinguish between Ashtan that are at
war with us, and Ashtani that are not at war with us. This appears to be
a limitation in the way war is waged.

Sometimes we get a volunteer priest who is willing to step outside of
the protection of our combat forces in order to speak privately with any
who wish it. Unfortunately, all of those have been executed. Finding
volunteers for these likely-one-way missions is possible, but difficult.
