We of Thera have considered your offer at length. Please do not believe
that the delay in our reply is a sign of disrespect. Rather, there was
much to be considered and vastly differing views among our citizenry.

After much discussion however, we have decided to decline your offer of
alliance between Mhaldor and Thera. Please understand that while we
appreciate the large decline in hostile actions by your citizens against
ours, we also feel that the City of Evil is too extreme for our
populace. Thera does not condone and, indeed, most of our citizens find
it rather distasteful.

We thank Mhaldor and Khoraji again for their generous offer, which we
must politely decline.
