Mhaldor's defence of Thera

Explain to me, dear Tyrannus, how is it defending of Therans, when your
citizens target anyone, ranged from novice to assassin to kill? From
several people I've talked to, Thera lost several adventuring traders to
it's stores, and the beast in the crypt was slain less often as before.

I think I'm correct when I say: killing everyone and letting Sarapis
sort it out doesn't equal defence!
