We came here and were attacked by a handful of rogue members. That did
not overly concern us. It was when the mass slaughter of our labourers
building an aqueduct to help the suffering people of el'Jazira, occured
that we became greatly concerned, and angry. It was not 'some citizens'
either. In the case of Mhaldor it was the leader of the entire city and
in the case of Ashtan it was some of her most prominent citizens and
members of the government.

Again, the difference is that -you- entered Dun Valley and were attacked
as a trespasser. Those Vertani slain had never entered Ashtan nor
Mhaldor and, in fact, many of them were located in the village of
el'Jazira, at the request of el'Jazira. The situation you describe would
be analogous to what was done to us if you had entered Dun Valley, were
NOT attacked by the ogres and orcs, and proceeded to slaughter them all
because you could.
