Delos, briefly, and the Vertani

Greetings, Everyone.
Before I commence the real point of this post I would just like to say a
few words on Delos. No-one officially "owns" it, though given the wares
of the Prosperian Bazaar covers a large area of it, I think it's more
likely he has more claim to it than anyone else, and suggest this
foolish bickering stops, and allows more important matters such as the
discussions with Hingar to rule this public forum
My main point, anyhow - First I should just point out that this is
completely disattached from any organization I am connected with, and
should have no bearing and am merely wishing to know for personal
infomation, so I may understand your culture better.
For the attention of the Vertani Diplomat Hingar,
One thing that has troubled me of late has been the reaction of the
Vertani to the slaying of it's members. Certinatly, one would expect
retribution, and rightly so, but the extent of that is rather worrying.
It has been the culture of this land to seek retribution for the
induvidual. If say, a thief robbed me, I would either kill him myself or
hire an assassin to kill him - I wouldn't see fit to slaughter his
entire city for it, and I would certinatly class that as "overkill."
Therefore, I am forced to ask why you seek retribution against a city as
a whole. You claim to be of justice and peace, yet for the actions of a
couple when it would be in your means to only target them you slaughter
hundreds of innocent Ashtonians, in returibution against the city. It is
wrong to suggest that the actions of the few represent the many. As a
Diplomat I'm sure you'll be aware that it is wrong to generalize, and
before this attack, there may well have been Ashtonians favourable to
the Vertani, yet you slaughter them anyhow.
Why the generalization? Why do you punish the innocent as well as the
guilty?
