Ashtanites are free to be churchies if they want to. So you can't
compare them to evil. Ashtanites can mostly do whatever they want, be it
evil, nothing, good or just be annoying. If they break ashtan laws, they
get kicked out. They are even free to break ashtan laws and take the
consequences.
