Shallam Security and Raiders

Dear World,
From the quill of Shallam's very own Minister of Security comes this
following announcement:
Sitting in or particularly close to a group of Shallam enemies when they
are themselves sitting in or particularly close to Shallam will be done
at one's own risk. One must realise that the security of Shallam and NOT
the health of possible non-raiders is Shallam's first priority.
If you happen to be near enemies when they are close to Shallam, you
risk being assumed an offender, you risk being branded an enemy of
Shallam, and you risk being attacked by city defense; the latter two not
necessarily in that order. Please keep this in mind next time you happen
to stroll along by and see a fight that could prove interesting.
This of course does not mean that if you skip by a raider's room you'll
be killed, nor does it mean that once you are enemied you are enemied
forever; but hanging out with a friend who is an enemy of Shallam, near
the city, could prove harmful to your health.
