Ammendments to the Charter of the Achaean Ratting Commission

These ammendments refer to the Charter of the ARC published in the
public section of the news, article 1315. These ammendments are necessary
because many worthy Achaeans did not seem to catch the drift of the idea
behind the ARC. The ARC is basically a justice system directed against
rats of the second kind. Apparently there is so much wariness in Sapience
concerning the motives of any organisation that it is impossible to
start out with a clean slate and prove your worthiness.

Given these considerations the following articles in the original charter
are revoked and replaced by the following points.

3. the Arc proposes to tackle the problem of controlling the rats of the
second kind, by ratting rats of the first kind, thus building up enough
gold to be able to pay enforcers to go after rats of the second kind.
There are no longer any resatrictions on ratting by anyone else.
The license system is out. Feel free to rat as much as you like.

4. The ARC will consist of catchers, dedicated individuals who choose to
hunt down no. 1 rats in order to supply the ARC with enough
funds to Act. There will be enforcers, who hunt down no. 2 rats.
There will be judges to try individuals accused of un-Achaean behaviour
If necessary the ARC will use its supply of gold to hire enforcers.

Hopefully the misgivings, distrust and open hostility displayed by many
in the past Achaean days will disappear. The ARC strives to become a
respectable institution.
