There seems to be some confusion in the ranks of Mhaldor concerning the
state of affairs in Jaru. Let me say right now, the rules have NOT
changed. As was agreed by the officials of both cities, conflict in Jaru
gives no Cause to Shallamese and Mhaldorian citizens. No cause means no
issue and no revenge murder. This fact will not change unless both
cities agree. Any repeated abuse of this will lead Shallam to either
contract hits on those who attacked without cause, or issue. I repeat,
the rules will not change because of a whim of a bloodthirsty Viceroy.

Any attacks made outside of Jaru without cause will not be considered
part of the Jaru arrangement and all normal consequences will apply.

If the Officials of Mhaldor have suddenly changed their minds on the
agreed rules of engagement in Jaru, they are free to contact the
Shallamese council and the rules will be altered for all, not just
errant Mhaldorians.
