I don't know about Mhaldor, but i do know that Shallam is actively
working with the Mayor of Jaru, to decide whether they would like us to
keep defending and attacking within Jaru, or to cease aggression there.
It was Mhaldor that declared that they would repeatedly slaughter the
citizens of Jaru, right now Shallam is simply defending the citizens
until they reach a concensus.
