Cyrene is now harbouring thieves and Mhaldorians. Anyone that wants to
go in that city, even if you've killed every Cyrene citizen there is,
you can. You can walk around freely and never be touched. So instead of
hiding in Mhaldor all the time, you've got another place to run to.

For clarification, as I was told by a Cyrenian, Cyrene no longer is
considered a "good" city. They do not care if evil roams the lands
freely. They are a city free of violence, yet they let people that kill
and thieve all the time walk around like they've done nothing. I did not
know this until a little while ago, so I thought everyone should know
now.
