The main problem with the current war system, is it does not allow much
in the way of diplomacy. I.e., Shallam has made numerous allies, and
Mhaldor has made numerous enemies. War totally disregards that. You're
basically trying to incite Shallam with insults, because you are dying
to your cities poor choices in regards to relations with others. Perhaps
you are, like you seem to think, the strong, and everyone else is the
weak, but even 'the strong' have to be mindful of the weak in vast
numbers, which your city has been learning. Besides, Mhaldor raids
Shallam far more then any other city raids Mhaldor. They just don't
manage to do as much damage. And that's not even bringing to mention all
the petty thefts and such that Mhaldor does. So quit complaining.

I believe Gade already commented on how the Church and Shallam are quite
different.

Lastly, if you suddenly see a bunch of your citymates dying while you're
in the arena, hearstop out, and go deal with it. Simple enough.
