I am exercising my emergency powers to make this declaration, which will
be overridden when the Council and the full compliment of Hierophants
alters the Charter to address the question of holocaust globes in the
forest.

Effective immediately, the destruction of plants in a forest or jungle
by a holocaust globe will be punished by forest enemying, the exact fine
and length of the term to be determined by a vote of the Hierophants or
the aforesaid change to the Charter, if it comes within a reasonable
time after the offense.

I regret this restriction, but it is necessary to prohibit the use of
holocaust in the forest so long as it is a skill which damages
plantlife.
