Enchantment Treaty

I have a shop in Cyrene that sells used items, well, it did until
yesterday. There was clothing, weapons, packs, vials, enchantments.
These are things I found on the street, or maybe someone had given to me
since they were getting close to decaying. I sold them at huge
discounts. The purpose was to give young people a chance to acquire
things, or even just someone that was poor a chance to get some cheap
equipment to get by on until they could make enough for brand new items.
I was told I was in violation of the enchantment treaty. A treaty I
wasn't even aware of, though it might be buried in a post somewhere.
Seems a sigil was there that was new, or almost new and I sold it at a
greatly reduced price. I was told that soon Cyrene could be enemying for
breaking the treaty and was given warning. I have removed the items.
I then asked a GM of another enchanting guild about this situation. He
told me that I was not included in the treaty because I was not in a
guild making the items, and I was selling used things anyway.
Two GM's, two different answers to the same thing. I am asking for
clarification and one voice to give the definitive answer to this. If
there is a group that is in charge of the treaty, perhaps it could be
posted, or even displayed somewhere on a plaque. Those of us not in an
enchanting guild need to know the rules and were to research so we don't
break laws without even realizing it.
To my customers, I'm sorry for the lack of stock. The resale shop was a
resounding success, but it's now a thing of the past. Watch for new
items to be coming soon, however
