A few thoughts and some clarification for you

Tybalt is I am sure flattered at your rampant praise
of him, inaccurate though it is. He is not the most infamous
and busy of even the active exterminators, nor the
man who does the most damage. Historically, he qualifies
as a blip. Of course, we take even blips seriously
so far as responding to attacks on the forest.

Paying someone to stop attacking you or your home is
extortion, not negotiation. Has Mhaldor offered to pay the many
people who come in and hunt your guards, in order to get
them to stop? Would be cheaper than the amount of gold
you have spent replacing them. Or are there principles
involved?

Lastly, the deal was not even to get Tybalt to stop. It was to
get him to PAUSE. Even that turned out to be undoable as
a deal apparently.
