I don't know about Oakstone being weird, but they are unique in the
sense that they have divine sponsorship that cities do not.
Specifically, the Garden has allocated to Oakstone the executive power
to enforce violations made wherever there is Nature, while Nature
Herself legislates that power. Effectively, Nature is everywhere life
is, including your own backyards (Public 10619), as well as where life
isn't (see the recent red fog debate). Such is an awesome power, and it
is why Oakstone is, debatably, the most powerful organization in
Sapience. Fortunately, and by Lady Demeter's grace, the current
hierophants are noble men and women and hold true to their maxim of
enemying only for attacks against Nature.
