Foreign Shallamese Merchants

This post shall only be revelant to all Shallamese merchants. Do take
note of the slight changes to the Merchants Ordinance and The Commercial
Code below.

THE MERCHANTS ORDINANCE
----------------------

TERMS

A) A shop will be closed after two consecutive years of unpaid tax,
under which the owner would have already received two annual reminders
from the Chancellary to pay his tax. A two year grace period shall be
granted, albeit with the shop closed for the offender to pay up his
outstanding taxes in full. A failure to do so shall result in the
owner's shop being seized by the Chancellary. The City is not obliged to
offer compensation, although the Chancellary will review each situation
on a case-by-case basis.

B) A shop will be closed if the owner blatantly flouts any existing
legal price floors or ceilings thrice which are recognised by the City.
The offender would be obliged to pay a fine of 10 grand in order to have
his shops reopened. Any subsequent offences of a similar nature would
result in fines amounting no less than 50 grand.

C) A shop will be closed if the owner is constituted to be a grave
danger to the City ie having the dubious honour of being a City enemy.
In such a situation, the City is not obliged to offer any compensation,
although the Chancellary will review each situation on a case-by-case
basis. The offender will be given a maximum of two years to revoke his
enemy status and he is not allowed to transfer or sell his shop to a
third party during this period.

D) Owners of shops may choose to sell his shop to the City directly
instead of floating the shop on the market. Prices can be negotiated.

E) All shop owners are entitled to title and description changes free of
charge once every five years.


THE COMMERCIAL CODE
-------------------------

Chapter I: Law of Storage
a) Owners are obliged to respect the Charter and the Constitution while
on business in the city. Likewise, the City recognises all foreign
owners as de facto citizens if and only if they are in the City for the
sole purpose of engaging in economic activity.

b) A shop which has been declared as "empty" shall have a fine of 15
grand levied. Failure to pay the fine shall result in the confiscation
of offending shops 2 years after the fine has been levied. The City is
not obliged to offer compensation, although the Chancellary will review
each situation on a case-by-case basis.

c) An empty shop is defined to be one which has less than 50 herbs, 20
armour items, 15 enchantments or 20 clothes over the period of 1 year.
Items sold should be deemed suitable for mass consumption (eg.
concoction herbs are discounted) and prices reasonable (eg. no prices of
9999 gp). If in doubt, consult the Chancellary for further
clarification.

d) New owners have the prerogative to delay the levying of the
Commercial Code upon their shops for up to a year. Permission can only
be granted if applied.

Chapter II: Law of Suspects
a) Owners cannot give, convey, mortgage or sell his shop to any City
enemies or to anyone whom the City has banned citizenship. Failure to
abide by this clause will result in the immediate confiscation of said
shop without compensation.

b) Any thieves caught robbing from a City shop can be expected to be
enemied until a suitable compensation has been agreed upon between the
victim and the offender.

These changes apply with immediate effect and the old Ordinance and Code
are no longer legal binding in Shallam. If you have any queries, do
