For the duration of the Oakstone herb ban it will be considered illegal
to use the shops of Shallam in an attempt to circumvent the ban. People
found supplying Mhaldorians with herbs and vials, and Mhaldorians found
shopping for such inside Shallam, will be branded as enemies of the
city.

If you are from Mhaldor, do not use Shallam's shops to buy herbs or
vials, and if you are not from Mhaldor, do not use Shallam's shops to
supply Mhaldorites with herbs or vials. If you have any questions about
