And others in this debate-- a question

What is it exactly that citizens of Ashtan are permitted and freer to
do, that citizens of any other city cannot do? If you would, please,
could you go over every city and state what their laws prevent you from
doing, that you are permitted to do in Ashtan?
One additional request, if I may ask those debating. No city makes laws
that prevent a certain thought. All laws are against tangible actions.
I'm curious to know what actions other cities prevent you from doing, if
you were to leave Ashtan and go elsewhere.
That means, I'd prefer to not hear answers that say a city bans a
certain thought. Cities may ban actions. What actions do the other
cities prevent you from doing?
If you can answer this question, I will post a follow up question.
