Shallam's Commercial Code

This post would seem to be an aberration and yes, it is designed to be
one. I shall proceed to outline the additional rules governing business
practices in Shallam for the benefit of foreign merchants.

---------------------
THE COMMERCIAL CODE
---------------------

Chapter I: Law of Storage

a) A shopkeeper is obliged to respect the laws of the city while the
city owes protection to the shopkeeper.

b) A shop, which has been declared empty by the city, shall be fined 15
grand. Failing to pay this amount will result in a seizure of the shop 2
years after the fine has been levied.

c) An empty shop is defined to be one, which over the period of a year
has less than 50 herbs, 20 clothes, 15 enchantments or 10 amour.

d) A newly acquired shop has the pre-rogative of delaying the levying of
the Code upon said shop for one year. Permission however has to be
applied.

Chapter II: Law of Suspects

a) The shopkeeper cannot give, convey, mortgage or sell his shop, with
or without consideration, without the explicit permission of the
Chancellery.

b) Under no circumstances will a shopkeeper disenfranchise the city by
giving, conveying or selling his shop to anyone from whom the Council
has banned citizenship. Failure to abide by this clause is tantamount to
treason. The Chancellery will hence be legally empowered to seize the
shop.

c) The shopkeeper will not use his shop for nefarious purposes e.g.
establishing his shop as a base for attacking the city, using said shop
to store buckets of blood which will be used to defile the Celestial
Falls, etc.

d) The shopkeeper, shallamese or foreign, stands to enjoy legal
protection in the environs of his shop. Harassment and the molesting of
said shopkeeper's peace while he is in his shop is not tolerated.

Chapter III: Law of Theft

a) The shopkeeper is obliged to report any signs of burglary and larceny
to the Chancellery. The guilty party, if found, is obliged to reimburse
the shopkeeper the full amount in monetary value or otherwise, the items
which he has stolen from the shop. He shall be enemied from the City
until compensation has been made.

---------------------
THE END
---------------------

Further clarification of The Commercial Code can be obtained from the
Chancellary of Shallam. This Code will complement the Merchants
Ordinance which has been enshrined in post 8383. Anybody wishing to
invest in Shallam will do well to familiarise himself with these rules.

On an unrelated note, I am surprised at the violent reaction from Ashtan
with regards to our Constitution. I suppose the City of Freedom itself
is also not immune to hacking away the freedom of a sovereign-state of
Shallam to freely enact her own laws.

I suppose this is truly the essence of chaos: unfathonable and truly
intrusive.

Walter Weltsdown, Vizier of Shallam

Penned by my hand on the 12th of Valnuary, in the year 328 AF.
