I referred to empirical evidence as opposed to anecdotal
evidence/hearsay. The example you gave was that of Dawn, the Priestess
of Light now in Belladona's Keep, once being recorded as saying she did
not wish to have contact with others, even other Churchmembers, because
they would taint her with Chaos. It would take a lot of stretching to
consider this empirical evidence; thus I did not include it.
Further, I understood perfectly well that you seek to "decrease" chaos
in Shallam with this particular law, not to "eliminate" it completely --
albeit only because you admit that you cannot. I fail to see where this
detracts from my entirely non-facetious observations of other forms of
chaos you could "decrease" in Shallam in accordance with the spirit of
this policy.
