`As per the new Shallam law, Chaos Lords/Ladies are no longer permitted
within Shallam.

We have not banned Occultists from Shallam. As long as you are not in
that mutated form of a Chaos Lord and Lady (and not enemied, obviously)
then you are more than welcome to visit the Jewel.

But step foot in Shallam as a Chaos Lord/Lady after this law goes into
full effect and I will give you >1< warning and then enemy you. So step
lightly.
