Destruction and Chaos

You stated that Chaos destroys. Welcome to the real world...so does
everything else.
Light destroys anything it considers Evil or Chaotic, or attempts to.
Evil destroys anything it considers Good or innocent, or attempts to.
Darkness destroys anything it considers Light, or attempts to.
Now are all of these accurate statements? No, because they are
definitives. To say that such realms ALWAYS seek or attempt to destroy
EVERYTHING it is aligned against is idiocy. For one, it's virtually
impossible, because new opposition is born every day. For two, none of
the realms are actively, eternally, ruthlessly, and unyieldingly seeking
out opposition all the time.
And I hardly think it needs to be mentioned that banning anything that
has the evident seeds of Chaos (or Evil or Darkness) from your city will
NOT keep it out. Chaos comes in so many forms that it is mortally
impossible to bar it from any one place. Evil, Chaos, and Darkness are
painfully evident in the City of Light, whether you'd like to admit it
or not. Am I suggesting you change the law? No. I personally don't care.
Am I irritated at your narrow-mindedness and idiotic solutions? Yes. Do
you care? Probably not. I'm not exactly sure what you're trying to
accomplish by making such laws, but if it's a further attempt to keep
Chaos locked out of the city, you are still failing miserably.
Chaos destroys. But so does Light, Evil, Darkness, Knowledge, War,
Peace, Justice, and virtually any other realm you can think of. Pay
close attention now: Everything is born, and, therefore, everything will
eventually be destroyed. It is a simple fact of life that upholds the
universal law of balance between creation and destruction, life and
death. Everything that is born will die. Everything that dies will be
reborn. It giveth and it taketh away. Chaos--and virtually everything
else--both creates and destroys. Just as you help conceive a child, so
do you help sever the head of an enemy. The only way to avoid everything
you try to lock away, is to become a solitary hermit in the center of a
mountain. As long as you live your life, you will never escape such
things.
I hope you and your Shallam advisories will take this into consideration
next time you attempt to keep your City `pure`--and I hope you will
realize that it is not.
