Soris' title was created to confuse people into believing him to be Yig.
It was created to draw a response, which it obviously did. Soris was
asked several times to change his title or leave. He chose to do
neither, and so he was treated as an enemy. Also, believe it or not,
Shallam is not a totalitarian state. We do not have complete control
over our citizens.
