Can Shallam be the city of good while being bad?

Shallam claims to be a city of good.
They fight agianst evil, house the Balisca, and all manner of other good
things
But really, these good things are only skin deep. The actions of Shallam
as a whole differ then among those inside. My title, at least at the
time of this writing, is Say What Soris, Yig Condoned future terror.
One of my guildmates, Phelan asked if anyone wanted to have a duel in
Shallam's arena. I myself am not opposed to arena duels, and so went
forth to Shallam. After the fight, I heard someone tell me "Your not
welcome here." Subsequently, I was repeatedly hit with fear attacks,
then paralyzed. After asking why I wasn't weclome, I was told "Because
of your title." I proceded to yell, "Can someone tell me why this title
justifies an attack on me?" I was informed by Goldberry that "It just
does" I was subsequently told to get out of town, or I could take a
visit to the cave. After remarking that I couldn't as one of the cities
on was incapactating me, I was teleported to the cities limits, and
after some talk, healed. I've been told that entering the city with my
title will result in my enemying.
I ask everyone, how can Shallam, whose constitution claims upholds
"Good, Order, and Light," Kill me over 3 letters in my title. I don't
know about anyone else, but myself see that as an act of overbearing
self goodness. The people of Shallam believe themselves so good that the
fall to tactics evil and vial to be rid of "evil people." Would I be
killed in any other city if my title contained the name of one of
Shallam's citizens? I killed no one, I stole nothing, I didn't even
offend anyone. But three letters is aparently enough to get someone
killed in Shallam. Do you think that that is upholding "Good, Order, and
Light?"
