I've just loaded up a new batch of bug fixes, while most were
behind-the-scenes tweaks and fixes, the more pertinent ones are as
follows:

- SANCTION RAID now respects the 5 soldier minimum to proceed.
- You can no longer SUMMON SPARK while phased.
- Blank pages will no longer show up when PROBING a journal. This is not
retroactive, if you have journals that you'd like this fix in, simply
edit and re-save the page.
- The willpower and mana costs of telepathy LOCKs and abilities have
been tweaked down slightly.
- Certain regenerative MUTATIONS have been fixed to work correctly once
more.

As always, if you encounter any oddities with the above, please don't
hesitate to file a BUG.
