Organisational Relations

Last month, we announced that adventurer organisations could now ally
with denizen organisations. Previously, only cities, divine Orders, and
the Church could do so. Now, the full gamut of organisations may declare
org relations - with other adventurer organisations as well as denizen
organisations: cities, Houses, Divine Orders, the Church, Oakstone, and
some clans.

I've updated some syntax to reflect the changes and make it easier to
view which orgs are hostile or allied to each other. CITY RELATIONS
still works as before (though mutually neutral relations are no longer
shown), but CITY RELATIONS <HOSTILE|NEUTRAL> has been superceded by ORG
RELATIONS <HOSTILE|NEUTRAL>. Org relations are a matter of public
record, which means you can view the org relations of any organisation
that is able to set such relations: you can do CITY RELATIONS SHALLAM,
for example, even if you are not a citizen of Shallam.

A couple points of note:
- As with cities, if two adventurer organisations are mutually hostile
to each other, they are AT WAR. For cities, that means city soldiers of
the cities at war are free PK to each other. For all other orgs, it
means that ALL members of the organisations are free PK to each other.
Use wisely.
- Clans may not set relations without special permission from the
Garden. OOC, private, or secret clans will not receive this permission.
