Raiding

Apparently there has been some confusion recently about our policies
regarding raids. This post serves to clear up those confusions. This
post is divided into four areas: the PK rules, IC resolution, common
sense, and a conclusion.

I. The PK Rules
---------------

The exact provisions on raiding can be found in HELP PK CAUSE, section
8. Essentially, raiders can only attack those who have first attacked
them in defence of the city. When a defender does attack a raider, the
raider gets no rights on the defender beyond that of self-defence.
Raiders also do not gain the right to attack those who assist defenders.
Any attacks that happen with the city end once either party leave the
city. This means that one cannot summon someone outside of the city to
attack them elsewhere even if less than a minute has passed since the
last attack. Pursuit within the organisation's property is allowed.

All of the statements above assume that the raider was in the enemy
property of their own accord. If the raider was not voluntarily on the
enemy property they would gain one count of cause against the summoner
if there is no death and two if there is a death. No cause would be
gained on any other individuals.

Raiders certainly do not gain the right to attack defenders for their
actions at a later time. Defenders only gain the right to attack someone
for raiding if the raider attacked them without cause during the raid.
Citizens and allies of the raided city do not gain any rights to attack
the raiders later on for raiding, with the exceptions outlined above.

Again, this is a very brief summary of our policy. Full details can be
found in HELP PK CAUSE, section 8.

II. IC Resolution
-----------------

We do require in-character resolution in some situations in raids. The
basic question to ask yourself is this: Was I targeted by mistake or
because this individual has no respect for the PK rules? To know this
you are probably going to have to speak to the individual. Please do not
jump straight into filing an issue without first speaking to the other
person!

If they did make a genuine mistake, then our recommendation is that you
attempt to resolve the situation via in-character means. For information
on what we class as in-character resolution and why we consider it
important see HELP IC RESOLUTION.

The other possibility is that the individual is simply using the raid as
a reason to attack others without cause. In these situations, no
in-character resolution will be required by the administration. That is
not, however, to say that we do not still recommend that you at least
attempt to resolve the matter via in-character means! Where there is a
flagrant disregard for our policies we will be happy to intervene and
deal with the individual in question, though. It becomes clear very
quickly when someone is ignoring our policies or claiming repeatedly
that they have made a mistake.

III. Common Sense
-----------------

Raids are shockingly enough rather dangerous situations for the most
part. If you are standing in a room where fighting is taking place
during a raid and you do not leave, you should probably at least expect
to be hit by room-wide attacks. The administration has no sympathy for
those who deliberately sit in a dangerous situation waiting to be hit so
they can file an issue against someone else. If you do this you should
fully expect for your issue to be dismissed as frivolous. Repeat
offenders should expect some form of administrative action.

IV. Conclusion
--------------

The overarching principle here (as with most of the PK rules) is that
you should at least attempt to be a reasonable individual. Do not go
into a city with the intention of killing anyone and everyone you can
see. Instead wait for a defence team to be formed and fight with those
individuals who are obviously interested in interacting with you during
this raid. We do also accept that mistakes might happen and that someone
innocent might be hit in the crossfire. If this does happen to you we
encourage you to be reasonable and sort things out with the other person
in-character. Only when someone is being unreasonable and attacking at
random or is constantly making 'mistakes' to justify such behaviour
should you report them to us via the ISSUE command.

Being a reasonable individual here would also exclude raiding a city
simply because you are bored or wish to fight. All raids should be based
on an in-character motivation of some form.
