Formal alliances and PK

The defense of denizen villages/groups by adventurers for RP reasons has
historically been a grey area in Achaea. We are now instituting a formal
policy by which when certain adventurer organisations MUTUALLY ally with
denizen villages and groups, any member of that organisation will be
seen by the administration has having substantial roleplay reason, by
reason of their org membership alone, to defend those denizens from
other adventurers.

There may be other reasons for adventurers to defend a denizen with whom
they are not formally allied through their organisation -- for example,
someone who seriously roleplays being a member of the denizen village --
but these would have to be supported on a case-by-case basis. However,
if you claim to be defending a denizen group or village ONLY for the
reason that you belong to an organisation that protects them, this claim
will only hold water if there is a MUTUAL alliance. As an example:
Mhaldor can't just decide to defend Jaru all of a sudden and ally with
them, then defend Jaru denizens. It might be somewhat amusing, but
without a substantial RP reason for it, Jaru wouldn't ally Mhaldor in
return.

While the idea is to generate meaningful and ongoing PK conflict and
political intrigue, it will only work that way if those involved
demonstrate sense and maturity. Clearly, this will not work out if you
use this as an excuse to join organisations with alliances then use
those alliances as a way to farm PK. ALWAYS give an explicit warning
with a reasonable timeframe before attacking someone for killing
denizens outside of a city. Do not gank people who are just wandering
around bashing with no idea that they may be killed for doing so. There
is no giving chase - if they leave the area and cease bashing, that is
your victory.

Be aware that I am asking for maturity in both directions: if you've
been warned multiple times and you keep returning to bash, or you're
going to sit in an area or just right outside of an area where you're
known to bash and go "nyeah nyeah I'm not doing anything you can't touch
me" to defenders, please don't come complaining to the administration if
you reap what you sow. Apply liberal doses of HELP COMMON SENSE here.

Previously, only cities could mutually ally with denizen villages/areas.
Orders may now formally ally as well; currently, the Divine Order of
Neraeos has mutually allied with Riparium, and the Divine Order of
Vastar has mutually allied with Arcadia. Try CITY RELATIONS <area name,
such as ARCADIA> to see with whom they are allied or hostile. Only the
leader (Overseer, Caliph, etc) of a city may set their city's stance.
Only the patron of a Divine Order may set their Order's stance. A
one-way alliance is meaningless; the village or denizen group MUST ally
back in order for you to take defense rights merely for being in an
allied organisation.

How to request formal alliance from a denizen group/village, if you are
a city? There are multiple ways. You could simply make a public post
addressed to the leader of the group or village requesting formal
alliance. Or perhaps, with the help of your divine patron, attempt to
arrange a meeting. What WON'T work, however, is simply allying a denizen
village and waiting. I can guarantee that nothing will happen if you do
this. The more roleplay you put into it, the better your chances. If
there is no existing roleplay relationship between your city and a
denizen village, don't waste your time. If Hashan were to suddenly ally,
say, Kamleikan, no matter how many public posts you make, I have no idea
why Kamleikan would bother to respond.

There are a few denizen villages who already possess strong and
historical alliances with cities, such as Shallam with Jaru. If you (as
a leader of a city) feel that there is enough long-standing informal
alliance with your city and a denizen village that a new request for
alliance would be redundant at this time, and you should be granted a
formal alliance without having to jump through hoops, message me. One
requirement: your city needs to have an existing policy against citizens
hunting in that village.
