Lay membership in Orders

Most Orders have a pre-Order membership, which acts as an outer circle
of worshippers where the full Order members are the inner circle. I've
added a hard-coded way to mark such lay membership:

ORDER INDUCT <person> AS LAY MEMBER
ORDER OUST <person> AS LAY MEMBER

The one being inducted must AGREE. Each Divine can set for His or Her
own Order the ranks at which members may induct or oust others as lay
members. Lay members can leave their chosen path using RENOUNCE LAY
MEMBERSHIP.

For full members of the Order, if you have access to view the member
lists, you may type ORDER LAYMEMBERS to see that list.

This does NOT come with a channel or a newsboard, as most Orders already
have established clans for these. It is mainly a way to formally mark
lay membership in an Order for other uses, as well as your own tracking.
