I too do not have a strong opinion on whether or not to have a Haven.
I do like Uldrais' idea of having guards or whatnot swarm an attacker in
the Haven. I also like Buckthorn's idea of having the Haven as a place
to get snookered.

Regarding the use of the Haven as a means of escape, how about having a
waiting room (that you CAN get attacked in) where you apply for admittance
into the Haven and then have to wait 30 seconds before allowed in.
