If the cities choose to make a treaty that provides for the protection of non-citizens, that is up to them. There is little use in inquiring of me what the purpose of citizenship is as regards treaties, as I don't make treaties. I merely pointed out that _nowhere_ in the treaty does it say anything about convocation being able to be used on an unwilling target. There are no exceptions provided for in the treaty.
