I have a copy of the peace treaty here, and these are My musings.
There can be no doubt that Pierce violated the treaty by convocating.
Section #4 of the treaty reads, "There shall be no convocations
without agreement of the subject of the convocation." There does not exist any provision for exceptions in the treaty.

However, it is also interesting to note that the cities are not, in fact, obligated to take any action whatsoever over convocation. The treaty _only_ spells out penalties for the defiling and erecting of shrines in the areas covered by the treaty.
