Guard Captain,
When I first penned my missive to you regarding refuse upon the Cyrene Road (at the time under the protection of Light and Fire), I vastly underestimated Arcadia's commitment to spreading waste as a means of conducting warfare.
I failed to account for how swiftly you and your Queen would escalate a minor scuffle that was, admittedly, initiated by me in a moment of pique following your rejection of my request. Nevermind that this was at a time when the Targossian army had pushed the Thalassans back to their gates: you made clear to me that your dumping was a military necessity, and my response was to repudiate you for addressing me as a fellow military commander rather than with the formality I considered my due as Dawnlord of the Hallowed Hearth.
Furthermore: I did not understand that the manner in which Arcadia conducted warfare would be by sending patrols that made no distinction between soldier and novice, nor did I anticipate how casually Arcadia would spend the lives of its Royal guard toward that effort. And finally, I did not expect you to be so pugnacious as to launch a full scale invasion of Targossas.
These failings I admit freely, Guard Captain.
You cast yourself as the victim of blunt Targossian diplomacy and it is true that I speak plainly and deliberately. I have stated clearly and repeatedly to you that the Guardians of the Hearth will not tolerate transgressions within Their borders. Our actions have been measured and predictable based on that clearly drawn line. Were hostile acts to cease within Their demesne, we would have no remaining quarrel.
So, Guard Captain. I invite you to withdraw your troops and war platform from Their city as well as from all territories under Their protection, and to cease all further hostility towards Targossas. Should you do this and commit to respect Targossian territory in the future - including refraining from the spread of waste and the movement of your troops through Their territory - then I do so swear to you upon the Light and the Fire that Targossas will cease all attacks upon Arcadia, its soldiers, and its people.
Should we come to this agreement, then I will additionally commit to Targossas refraining from engaging in the eidolic conquest of the Cyrene Road for the duration of your active campaign against the Thalassan mountain outpost, given your preference for hindering those too young to be able to access Oceanus' Gate by sky.
