We have recently modified the code for runeblade effects, this is in an
effort to correct a large imbalance with the Runewarden class which
could result in overwhelming amounts of burst damage. The details are as
follows:

HUGALAZ was changed to disallow it to fire twice on a single DSL. As a
consolation, I have increased the frequency that it fires by a small
margin.
