Icon combat changes: totems, divine essence loss, xp loss

- Xp loss from praying (not the initial xp loss from death, but the loss
from when you finish praying for salvation) has been cut by half for
those who died in an Icon area on the plane of Nishnatoba.

- If you are in a Divine Order, divine essence loss for death in Icon
areas has been cut by half as well.

- Totems can now only be IMPLANTED in Icon areas by members of the House
that controls the True Icon in that area, and members of Houses allied
to that House. (More about allied Houses below.) For this to be in
effect, there must be a True Icon in that area. This only affects
implanting, not uprooting or standing totems. Anyone with the ability to
uproot/stand totems may still do so in Icon areas.

- House leaders will now find that they can HOUSE ALLY and HOUSE UNALLY
other Houses. For the time being, this only affects whether someone in
another House can implant totems in an Icon area belonging to your
House. They can, if your House has allied their House. (The alliance
need not be reciprocal.) It may certainly affect more later. For the
time being, you can only ally other Houses, not other orgs or
individuals. This may change if necessary. House members of HR2+ can
now use HOUSE ALLIES as well.
