Influential Houses will soon be given the right to appoint one or
two seats on the ruling councils of the cities of Achaea.

This transition should occur in under an Achaean month. Nothing
spectactular will occur at that time, from most Achaeans' point
of view, excepting that ruling councils will have seven seats
instead of the former five.

The way to CONTEST a seat, choose the city leader, and so forth,
is unchanged. Elections are still the same.

What's new is that some House Leaders will be able to use
APPOINT SEAT <#> <person> (to offer a ruling council appt.),

APPOINTMENTS will be available in two ways:
- House Leaders will see what appointments they may make, or
have made.
- Others may see if an offer of appointment has been received.

Several small changes have been made in HELP scrolls such as
HELP RULING COUNCILS, HELP APPOINTMENTS, and the like.

We anticipate a smooth transition to the new way. I have
ordained that it be so! Yet, should there be any snags in
the Weave, I will be among you to remedy them quickly.
