8.3.6 House Challenges - How Successors Move Up

A designated successor to a current Dictator or Oligarch may attempt to move
ahead (taking over the reins of power in the place of the one who designated
this successor) by means of a challenge.

The challenge simply notifies the Dictator/Oligarch, and the House, of the
successor's desire to take over as soon as possible. There is no election, or
referendum.

If the Dictator or Oligarch responds "yes" to the challenge, or does not
respond  at all (within a reasonable period), then the Successor takes the
reigns of power and becomes the new Dictator/Oligarch. If the response is "no"
then the challenge ends with no change.

HOUSE CHALLENGE <person>   : Challenge the current leader
HOUSE CHALLENGE REJECT     : Current leader declines to step aside
HOUSE CHALLENGE SURRENDER  : Current leader agrees to step down
