8.13 House Sponsorship

House members with the proper authority may HOUSE SPONSOR other members who are
not yet House Rank 3 (HR3). To see if you have the authority to do this or not,
simply use HOUSE AUTHORITY and look for the SPONSOR authority.

The immediate result of HOUSE SPONSOR <person> is to move that person directly
to house rank 3. Only one sponsor is needed.
