If, and this is still an if, this new island is moving at random in some kind of paradoxical limbo, this would be no more an act of Chaos than Erymanthus island is, which you yourself mentioned in comparison. Ashtan can barely keep its population united, if they're even still achieving that much. I doubt that they could handle expanding their claimed land to an island that can't even be put on a map.

I will agree with you, though, that I hope your second option is the more accurate one, because that would be awesome.
